convert html website into Joomla 2.5 site

I need this website and it's look and feel migrated into Joomal 2.5. [login to view URL] The picture galleries need updating to make them look more professional. Perhaps a lighbox type of look feel. Ideally the image galleries should be stored in a module/extension so that "project1" can have various permissions assigned to it. i.e: Some galleries will be public Some galleries will be registered users only Some galleries will be specific user Some galleries will be a mix of users and groups. Contact form needs replacing with a Jooml JForm, or forms extension manager (what ever you recommend). Current form is ASP and does not work now site is on a linux server. Additional work available on completion. This includes custom form development, and online timesheet/job tracking system. I will pay via milestones, but you must finish the project to requirements to receive any payment. Do not expect any payment greater that $50 USD to start the project.
