Bug Fix for display of PHP pages on Japanese Mobile Phones

We have a website created, and have also created the stipped down Mobile/Cell Phone version of this site. The previous developers could view this site on phones overseas, however we are not able to view this site on phones located within Japan. We need someone to help us with this bug - to let us know what the bug is, and to change the relevant code in each page to allow scripting of PHP pages on Japanese Mobile/Cell phones.
