Bidding Functionality for Hotel website (WordPress)

I need a customized bidding functionality for a wordpress site. It can be a plugin that is customized for functionality, or maybe something else that is suggested by the developer. Description of functionality required: A hotel owner will add his venue on the website, and have a dashboard to manage his listing Guests will bid for rooms on the website, but not against other bidders, rather against the hotel owners. Each guest will have a maximum of 3 bids, and hotel owners 2 counterbids. When a guest submits a bid, the hotel owner will be notified via sms that there is a new bid, and he will be able to respond through his dashboard. Guests also have the option to "buy" a room without having to bid.
