Build software with login

This seems to me to be a project with a few roadblocks that I have not been able to find a solution for. Firstly, I do not have a large budget for this project as it is in the very beginning stages and will be used for a non-profit organization so the person doing this would have to do it for the love of doing it, however, after the completion of the first stage, there will be other additions that will certainly pay more. Therefore, the winner will also be used for maintenance and troubleshooting. Currently, I have the project in fairly complete in Excel, however, it contains some VBA, graphs and pivot tables and am unable to use it as a shared workbook. Ultimately, I do not want the spreadsheet with the ability of others to download, forward, etc. I would like the project to be created as a web application so if the bidder has this experience, it will help further discuss options. I'd like users to be able to login to a secure site and upload their information. The project contains a section where I want the user to enter their menu and calculations are performed and they are able to print out a production menu. Initially, I'm looking for ideas on how you think this could be achieved, but need a skilled Excel, software programmer and/or Wordpress person who understands the dynamics of these platforms.
