Create Notification Bubble for WordPress Front-end Menu

We have a Wordpress site built with the Jarida theme. This theme has a Mega menu, which we use as a horizontal top menu. We have several categories and one specific main category named ‘COLUMNS’ is published in the menu. The main category ‘columns’ is visible in this menu and has only first level submenu items as dropdown. Now, what we need is notification bubbles in this main category and subcategories. When a new post is published in one (or more) subcategories, a notification bubble must appear on the dropdown submenu item AND the main category. Please see a photoshopped examples of how we want it. If two or more new posts are published, the number in the notification bubble must show the amount of new (not read) posts. When a new post is published, everyone must see the notification bubble. The notification bubble must be created for every new post. When someone reads a new post, a cookie must be set, that hides the notification bubble for that post on the subcategory. The notification bubble numbers in the main category and subcategory, should then be lowered with one, so that they show the actual not-yet-read posts.
