Customization registration new user on wordpress

Hello everybody, I need to develop new plugin to add it on wordpress . This plugin will be use admin to give permission for new user like : -Bind on the send post and win from comment post from other user. -For new user have his dashboard to have his tool what give admin to use it . -Allow new user to buy point to bind from paypal . Dashboard user will show him : new group added on the website last post message send from the group . Possibility to have list contact more details feel free to contact me to explain more .
