Content manager - web site admin

I need this site done fast! Previous developer waster 60 days of my time, now customer wants results NOW. Already have graphics done and will be provided, need to build backend to run the web site. Open source CMS can be used, code does not all have to be custom. Current site is located at - http://www.carolinaspeedway.net. New site needs to have easy to use web based admin for technically challenged site owner. Site must have: 1. News/results admin 2. Photo gallery admin 3. Points import - points are tracked in excel, sample will be provided 4. Automated double opt-in newsletter 5. Race schedule admin 6. User editable profile pages (driver pages) - admin must approve before pages go live live Take a look at the current site to get a better idea of what is needed. Current site is completely static and is being administered by 3rd party. Owner would like to do admin himself. Once site is built complete will also need a flash intro that will be bid on seperately. Budget for this project is $500 and must be completed in 10 working days or less.
