Develop a simple HelpDesk into my Social Exchange script

I am looking for someone to create a very baisc, custom helpdesk that will be integrated into http://YouPlusLike.com. Features required: -Manage all tickets from admin panel -Users can view/manage/reply to their tickets within their YouPlusLike account -Email users to their YouPusLike email when a ticket is updated -Allow users to add file attachments to their tickets -Users need a YouPlusLike account to create a ticket -All users to set a ticket priority(Low, Medium and High) -Anything else obvious that a helpdesk cannot function properly without I know the websites files/code inside out so I will be able to provide any information you need regarding it such as how something works to make the job faster/easier for you.
