A very simple rating script in PHP/MYSQL - hot or not clone

This is a small project. Just has 3 pages only. I need a simple clone of hot or not type script. It's a rating script. Users upload an item. Other users can vote on it. NO registration required. When users upload an item, the post is sent to their email. They click a link in their email to submit the post. Vote. Anyone can vote. When a user/guest votes, it must store their IP address in the database, to make sure they cannot vote on that same item/post again. Here are the pages. (1) Post Page. where users post the message. See my attachment. Has title field, email, select category, description, and upload a photo field, and captcha image. (2) Admin panel. where admin can add/edit categories. See the image attachment to this auction. ([login to view URL]) (3) index page (landing page). This is the front page. has category box on left side with total count of item in each category. SEE MY ATTACHMENT ([login to view URL]). shows a random item to be voted. Users must click on a vote "good / bad" to go to the next item. After voting, show the item below the main post. ------ also, on the index, just show other items in two column, one column is "good" other column is "bad". Only show the top rated item/posts for each category. This is not very hard. Will pay $40 at most. Must have google talk or yahoo messenger. Will escrow once project has started and you show me some work.
