Need Blog Comment for a Website(repost)

We would like to use the services a SEO professional capable of making one way blog comment link along with the anchor text provided. We own a website that has all kind of public records on the website. We would like a total of 30 links all do follow only. We shall not accept any black hat SEO methods for this job. The keywords and website URL shall be shared only with the wining bidder and all 30 backlinks should be from unique domains with the page where the link is post being PR 1 or better.
