Auto download + upload program needed!

I need a program which automatically which monitors some folders on a ftp server and downloads them when the folder is complete. In every folder is a subfolder which shows if the download of the folder finished. (The subfolder is beeing renamed every second, depends on the download progress). Then it has to download the whole folder and unrar and has to upload it on a website. Then it has to copy the download link and paste it on a website. APIs recommended.
