Hey, I reviewed the requirement description you shared and can certainly create an Excel/Access based system to generate the unique indexes and also send email etc. In your bid description you mentioned that you are open to a web based or a standalone system. Is this program to be used by multiple users or by a single user? If it is a multiple user system, I would recommend this be developed as a web-based system (may be PHP/MySQL). That would obviously cost more as compared to an Excel based system. I can help you in creating this system either as web-based or excel based as per your preferences. For this project I would choose to write a stand-application in VB.NET for a number of reasons including but not limited to the following: 1) Using Excel or Access will lead to dependency on Microsoft Office. Versioning with office can be challenge. You can have a good product that works fine with Office 2013, but what happens when Microsoft changes the game in the next version of Office in some unanticipated way? You will end up having to modify what you have for addition cost. 2) You have a licensing expense for each workstation you want to use this on. Each computer will require Office to run the application, yet another ongoing expense to maintain. A solution built with VB.NET can be: 1) Is not dependent on any particular version of Office for its functionality. 2) Installed on any PC royalty and license free. One thing to note however, concerning your request to have the tool email participants…Microsoft disallows "automated" messaging through Outlook. It's a security measure. When code is executed to send a message, say from an Access Application, the message is created but the user is "prompted" to allow or disallow the final send. Just wanted to make you aware of that. There's no way around that, Microsoft placed this security measure some versions ago…I could provide you some links to the Microsoft site to read further on this.
