I have done projects that does SMS based authentication and Social login before. I have used Twilio for SMS. Mikrotik is a good system whose software gives a lot of support for this. I am planning to use Linux, web2py and Python for this.

Install and configure freeradius. Create a sample mikrotik configuration. You have only to provide the server for hosting and the SMS gateway. Optional we can provide this service as well.
