Database - Enterprise Resource Planning

I need a database created which allows input from various shops/people, with different levels of access. It must be able to run standard queries quickly in realtime - with access via the internet available. It must allow uploading of pdf files, and have the ability to mark outstanding items as complete or incomplete. It also needs to be able to upload CSV files for some accounting information. ## Deliverables [login to view URL] requirements notice: As originally posted, this project does not have complete details.
