Back Link Program - Need Back Links

I am in need of someone to work on our backlink program for a cellular website. This is a retail site that is optimized and just needs strong PR links to come into specific landing pages which we will provide to you. We need inbound quality links, meaning straight, "do follow". Your work should be documented. Links should meet the criteria below. A) Links should be obtained through white hat methods. B) From distinct real web sites with different class c domains and IP addresses. C) From sites and pages with contents relating to the cellular industry or ipod industry, they should be theme related D) direct html links. No redirect code or scripts in them.
