creative theme for web page

Need of a really good graphics and web page designer for redesign effort. The work includes the graphic design/layout and final html(including css). Designer should be very familiar with Adobe Illustrator. A new creative theme is desired that will be used a the "master" theme for other pages. The theme should have also include a layout with page sections that can be populated with content when necessary or the page section can be disabled when content is not available. This means that some sections of the master theme will be used on all pages while other sections of the master theme will only be used on some pages. The design must be unique creative with an appeal. At the same time the design should be lightweight meaning that page load size ideally would be under 50K with an absolute maximum of 75K (only if the design is good enough to justify the extra 25K) The designer will need to provide the Adobe Illustator, HTML and css files at the completion of the work.
