Adding a feature to a website development URGENT

A developer has built us a website using OneUp template in Wordpress and it is almost complete but there is a feature we would like that he cannot deliver. The image is of the top banner of the website and we are wanted the dots to disperse as the cursor rolls over them, as per this example (albeit more neatly): [login to view URL] We would love to work done in 24 hours if possible.
