Chinese XLS to MySQL upload

I have a website with a small MySQL database of 100 rows. It was designed for me by a programmer who said he would design me a programme enabling me to update the MySQL from XLS as I gradually extended the XLS spreadsheet (there will eventually be 8,828 rows, but I will add 10 rows every day). But that programmer was not able to do it. Can someone help me to find a way to upload the data, either by designing me a programme or helping me with another programme? Part of the problem is that the XLS contains Chinese characters, so it has to be Unicode. The attached spreadsheet gives a sample of the kind of data. This is not for a commercial site.
