Convert Static html site to joomla

Need to convert a HTML website with javascripts to Joomla, must look identical to the existing website. There are 15 pages but with very little content. I can supply all graphics and html pages to be converted, along with anything else that is needed. There is one form submittal that is fully functional and in place with cgi scripts on the server already. Can the HTML site (basic no flash, etc.) be made into a template to look exactly the way it was but now in the Joomla enviroment?
