common search engine for all torrent and file hosting sites

I want a simple web site that is a common search engine to all torrent and all file hosting sites. You can refer to websites like [login to view URL] and sharedir.com. the website that i want is a combo of these two websites. The picture of the home page is attached. A logo is also needed for the website which should look like a detective is searching for a file using a magnifying glass. My budget is limited to $125. Thank you
