Mobile App with Web admin portal for real time content update

Hi Techs, I need an android app, that should get content from DB. I will update content frequently in DB via web admin portal. When ever I update contents in Db, it should reflect in APP without any delay and without page refresh. It should handle huge number of traffic. 1. give me a server spec. 2. give me technology spec 3. Give me estimation for very basic functionality- just one form in web to update content and it should reflect in app asap. 3. How you will handle million of users at same time Open to discussion.
