I am a full stack developer and have more ten years experience developing web applications. I can handle both backend and frontend. I am currently working on an Angularjs project for a Canadian company and am interested in your project. Javascript is a non-issue to me and I do love how Angularjs handles two-way data binding. We are using Agile development methodology and JIRA for project management. Codes are managed in Git. Your project description is not very clear so I can only put a vague estimation here.
