Hello, Based on your initial project description you need to integrate the feature of 3 programs you already have into one custom application. Almost everything is clear except the USB converter for which I think it is a special image capture device. You did not specify if the software should capture images and video directly from the USB converter, or if they are saved to a folder where the software should take them and send to the FTP server. I have an extensive experience in developing sw tools for medical instrumentation. In particular, I think to develop it using C# and .NET technology to reuse, if possible, my personal code libraries. If necessary, a good METRO compliant GUI can be developed.

I once implemented a video conferencing system between two sites using webcam so this project is really straight forward: - The FTP uploader is relatively simple. It is a standard protocol so it is easy to implement. What's vary is your specific requirements on the User Interface. -The Video recording is trickier since I do not know the name of the usb converter so I'm not 100% sure on how to capture video from it (may have to use the SDK provided by the manufacturer). However, unless your converter is a very special one, its driver should support Windows standard for video capturing so it may not be a problem. An easy test is that if you can use this video source as an webcam in Skype (or similar program), it will be fine. -With the length of the capture video is just 4 seconds, I assume that you have no special requirement on video size/quality so no special encoder is required. -Once video capture is done, image capture is almost free. I can support popular format (JPEG, PNG, BMP...) The software will be developed on Windows using C# (some C++ if required for accessing your specific converter but for now I don't think it is necessary) with some open source third party libraries (depends on detailed requirements) As I work with similar project before and with 15 years of experience of software development, I'm confident that I can deliver the software within just 3 days without compromise on the quality. It is my top priority to bring best value to my customer.
