If you think everything seems fine then we will start on this project with an exact cost. I was checking the server side requirement but unfortunately I have stuck to get some points. For Ex you said you have some ready Library, do you think that it will have dependency on my work? I think you have some helper library already developed which may be using for some database connection, email sending etc. Please clarify Code First? - I am not sure your database schema is already already well defined. If you think you don't have fixed Database Design and you may modify existing table may add new table then Database first is the best approach, we can talk in details regarding this. Regarding your Client side requirement, honestly I am unable to read the complete requirement. But yes, I am still working on it and we can discuss in details in our next meeting. Still, according to my findings it would work like Jira tool. Where user (I will use asp.net membership to manage the role) can add the task and can monitor. Just a suggestion, please add a status in progress, what do you think? We can give option to create custom status

I am not a good designer but I still can develop a decent (but not perfect) UI. as for back end I will use Web API and EF Code First to make a data layer, I will use MsSQL as database and I will build >95% code covering test suite using Nunit.
