UE4 Hourly Turn Based War Game

I'm looking for an Unreal Engine 4 Programmer that can create a Steam Multiplayer Turn Based game. The turns will end every hour in real time. You will start with single pawn that will represent your army. The army can have an unlimited amount of troops. Using an army you must create cities on the game world and settle where ever you wish. Inside the city you build buildings that will give you different resources that will be used to train new armies and create new buildings and over time create new cities. You can also attack and take over other cities that belong to other players. This is just the basics. I'm looking for someone that can create the code side of this. This should be mostly created using Blueprints that are not off the marketplace. C++ can also be used. Before you bid on this project please have work to show that you used unreal engine 4.
