convert files into raster picture files

I have 200 picture files that are made up on a program called Make The Cut, which is a digital scrapbooking program. I need these picture files to be: 1. cut in half on the MTC program 2. made into raster picture files 3. which then need to be formatted into US letter size (11in x 8.5in) printable files 4. This picture also needs to be reversed. All up, each picture file needs 2 pictures, eg. 1x US letter size, 1x reversed US letter size. The MTC (Make the Cut) program can be downloaded free of charge in the trial mode which I think should be enough to do what I need. If not, you should be able to download the full version onto your computer using my email address. I am happy to teach you how to work with the make the cut program. But am hoping you will be able to convert the picture into the needed size yourself. I have included 2 files. 1st file is an image of the original MTC file which needs to be cut in half, as I only want 1 of each character on the new picture file. 2nd file is an example of the original file cut in half and made into a US letter size page.
