Add a Custom Tab to a Facebook Page

I need to add a custom page tab to the left side of my Facebook menu. I have tried to do this through Facebook Developer but am not able to. I need to work with someone who KNOWS how to do this. The last Freelancer said he knew how to do it, but did not. I will get on SKYPE with you. It should take no more than a half hour.
