Build a Website with membership portal

PLEASE READ CAREFULLY!! The website is for a tutoring agency that contains 20-22 pages of brochure style website, with majority of the pages consisting of description. The pages/categories are as follows: Home Page About Us Services Subjects Tutors Portal Apply to Become a Tutor Page Blog Contact Us. These are stated as a Tool Bar at the top of each page. Once the mouse lands on any of the tool bar options, it will give a list, which one can scroll down and click on the required page. The About Us, Services and Subjects will have categories, such as: • About us: o History o Mission o Vision o About our tutors • Services: o One to One Tutors o Group Tuition o Live Online Tutoring with interactive material o Support for Local Schools and Universities o Periodic Progress Reports o Student Assessments o Exam Preparation • Subjects: (In General Terms) o Economics o Finance o Accounting o Management o Marketing o Mathematics and Statistics that relate to these Subjects The blog page will consist of being able to create a subject and responses by people that fill a comment and a security (I am a human) generated numbers. I will have the full capability to remove any comment and add subjects for discussion. Also I need to be able to remove the whole feature (the blog) at any time. The “Tutors Portal” (is a Members Portal) where tutors enter their username and password that I provide them and they are able to view the jobs that I post daily on this secured page. The job posted can either placed automatically from when the students fills out the form on the “Contact Us” page or I place the job details manually. But the information on the job posting will only state little details such as the area of the tuition (Post Code/Zip Code), the subject and level of education. Once the tutor has decided on taking the job, he will then press a button “Accept Job”, then the full details of the job to be sent to them automatically. Also I should have the full ability to change or not award the job to specific tutors/users. So I can choose who can view the job posted, or let every tutor signed in to view the job posted. I should have the ability to remove tutors from this portal by stopping them from using the site (Tutors Portal). Also once a job is accepted by the tutor and the full details is sent to the tutors email, I should get an email confirmation that tutor so and so has accepted so and so job, for me to keep as reference. Also once the tutor has pressed on the “Accept Job”, a dial box pops up saying, “Do you accept the terms and conditions” which gives the option of “Yes” or “No”, only if the tutor presses “Yes” will the full details will be sent to the tutors email. What I mean by full details is the students name, full address, contact number, email and any comments that the student has posted on the website (Contact Us page). The Terms and Conditions Should be placed at the bottom of the secured page, which consist of a link that downloads a pdf file containing all the tutors’ terms and conditions that I will provide. Also once a job is placed on the portal an automatic email is sent to either all users/tutors or the ones that I can have the option of selecting, this email will say something like “a new opportunity has come up, please go to the tutors portal to view the job”.
