Build a Website using Twitter API

Please have knowledge of the Twitter API to make a proposal for work. I want a single webpage built to display a Twitter profile picture, when hovered over I want a white box to appear with the Twitter username, a link to the Twitter account to open in a new tab and three lines of text about the user. I want a simple admin area where I can type the name of the Twitter account I wish to appear next on the page, as I do this one by one I wish for the Twitter pictures to tile across and then down the page as each line becomes populated. In the admin area I want a text area where I can write the three lined paragraph and a save button. A very simple and quick project for someone with the right skills.
