Weather Site And Mobile App Using Forecast.io Api

The aim of this project is to build a website and app to show simple weather information focusing on answering the question "Will it rain on me?". The website and app will use the [login to view URL] api which already provides all the information such as % change of rain etc. There are many websites and apps which already use the [login to view URL] api, ones which I like the layout of include the main [login to view URL] website ([login to view URL]) and the google play app : "forecaster" ([login to view URL]). The full domain name for the website (and app name) is yet to be decided but the main theme and question the site should answer is "Will it rain on me?". This means the main focus is on now and the near future. This stuff should be the focus point on the screen (some prototype design ideas will be provided once developer is picked). I have not got a set framework in mind for the building (I am a software developer myself I am very familiar with Python, Django, Javascript and AngularJS less so with PHP). I am open to suggestions but will need to update solution in the future. As the app basically needs to do what the website does (and is not processor intensive etc) and the budget is small it is not a requirement that OS and Android native apps to be developed. This means that things such as PhoneGap are an option. Requirements of the website: -Lookup location from search -Login and add to favorites -Recent locations stored Requirements of app: -"Current Location" taken from phone - Lookup location from search -Login and add to favourites -Recent locations stored -Last weather reading stored (So if you are offline you can atleast see the last data you) For both the website and app it is a requirement that I hold the rights to all the code /graphics produced. The website design should be simple and tidy and I will give some concept designs once project is accepted. I can also build the design separately if this doesn't fit into the budget. When making your bid please specify what frameworks/languages you would be using and if this price includes website/graphics design as well.
