Create a static Github Pages Homepage based on Jekyll from a provided .psd design

We are looking for skilled HTML and CSS developers, who can convert our photoshop design into a Homepage. The Homepage must be developed in a Github repository (Github Pages) and be based on Jekyll. We expect you to add some basic effects for all Homepage elements (fade-in, fade-out, parallax) and also add advanced CSS effects to make the background images and elements look more impressive. The CSS effects should interact with the user (hovering, scroll, click) Furthermore you have to develop translation functions: Text should be stored in labels (ideally in a separated file per language), so we can pass the labels to our translators and add new languages anytime. No automated translation functions are needed, we provide the translations manually, you just have to provide a simple to use layout for non developers, so only new translation files need to be created to add new homepage translations. Furthermore the Homepage needs to be compatible for all standard sizes (Widescreen, Desktop, Tablet, Mobile) It is VERY IMPORTANT that you use only CSS , HTML and Jekyll Gems to realize the Homepage. We want to make sure the Homepage is fully functional even with adblockers enabled. Javascript should be used at an absolute MINIMUM, ideally no Javascript. All animations and effects should be developed with pure CSS. You should be familiar with Github repositorys, Jekyll and Photoshop.
