Animation of Existing Drawing

We produce Organizational Development and Training tools for companies. Most of our products are metaphor based games and workshop materials. One of the main Metaphors is a drawing referred to as Square Wheels One, which is an illustration for "How Most Organizations Really Work." We are looking for someone able to animate this for use in videos. We have a large series of these drawings depicting different scenarios and the original artist for these has retired. So we are also looking for an artist able to continue these works with us, along the same general style...but we're always open to new ideas and suggestions. So we are looking for someone to do continual work with in the future. But as of this project, we are looking for someone to animate this drawing into a 25s animation (give or take). We're looking for The Wagon to be moving along, and as it's moving, one of the "pushers" trips over a round wheel, then getting back up, running back to the wagon and carrying on as if nothing happened.
