Design and Develop a web application for Ads Services

I want to hire a Laravel developer to make a small web application. Requirements: 1. Desing 2. Backend 3. Database Functions: 1. Register for different companies/vendors 2. Post their Offers and Advertises on goods with Mall/Showroom Location. 3. Admin will approve ads. 4. Public users will filter the ads. by categories and location. (Country/City Wise) 5. Users should get details of Offers (where located, which mall, which brand etc). 6. Users can write their reviews in the comment box. 7. Multilingual (English/Arabic). Translation will be provided by the client.
