Fix cron error on linux apache server

We have been getting a cron error on our server and the [login to view URL] file is not running correctly. We need this issue fixed and the cron setup correctly so that scheduled tasks are run on at least a daily, if not hourly basis. The server uses plesk and is a vps linux server running apache. We were trying to run the following command from within plesk. There is no firewall issue. env php -q /var/www/vhosts/**********.com/httpdocs/[login to view URL] We have also changed Access to the server over SSH to /bin/bash as thought this could be something to do with the issue. We get the following error: PHP Fatal error: SOAP-ERROR: Parsing WSDL: Couldn't load from '[login to view URL]' : failed to load external entity "[login to view URL]" in /var/www/vhosts/*************.com/httpdocs/lib/Zend/Soap/Client/[login to view URL] on line 51 Please help if you can
