Build an app for tablet (ios/android/win) with a cross platform

This is a small project 1.0, that could be more complex but only the second time. I\'m Italian, I\'m hiring to obtain a little app, quite similar to an address book but not only. This is a personal diary for a Beekeeper. The attached file (in Italian) is an example (2 pages for 2 languages IT/EN) Each year the beekeper resets its diary and adds a new one. Each diary is a list of hives where the user manages each one (add/edit/delete) similar to an address book! Each hive is a rigid list of descriptions (text box, combo box, yes/no) The requirements: 1-because the beekeeper works often in lands where there\'s no band signal (and no 3g/4g) the data collection must be added and stored locally.. then synced in a remote account storage. This is not difficult to think.. to be cross platform (and because there\'s no strange APIs to call) the app could be written with cordova (phonegap) + angular/node + ionic for the local storage sqllite3 or the Angular cache storage, at least the Cordova local storage. But the toolchain/strategy I just wrote above is not forced. I mean: this is my suggestion. You are totally free to reach the goal with your best strategy. 2-the data collection is based to the example of fields written in the attached excel (with a tolarence +-10% to be filled ad the project grows, because I\'m thinking on the best words to put on.. reading a lot of books of beekeeping) 3-in the 1.0 I like to have Italian and English localization.. I like to have an open door to put other languages in future releases. 4-the app must be ready for dec2014/jan 2015 5-the end user of the app is a UUID.. because I think a 2.0 could be the remote web management of each beekeeper local storage in a backend of a website. 6-the app is privacyless.. no personal data are filled in.. no payment processes. The only requirement is the ownership of the app. in an optic of 2.0 those data must be manageable: the data collection will be managed to send alert to the end user. Alerts are only in the status bar .. killable by tapping them. alerts are filled with easy algorythms.. based on the beekeeper job. i.e. : if 15 april in a certain hive I fill YES in the field called: \"royal cells\" and I filled YES in the field called \"I saw the queen\" then the alert have to be Hive xx, please check until (15april+12days) for the newer queen … there\'s a lot of those conditions to manage alerts. .. the app is this: is a manager that help newbies to manage hives. ME I\'m not a company. I\'m a worked in a small company (system integrator wintel) and a beekeper in the extra time .. for hobby. I produce a good honey.. and I want to build that app.. I know I can do it.. but I\'ll spend too much time in learning.. and I prefer to pay a good developer.. I don\'t want for an hard coder.. looking for it for an year .. and quitting. This is not my need! a crossplatform IDE is better for that project.. less time.. less money. my 1st idea was to use the gmail drive to put the local storage backup.. bacause millions uses gmail in android (native/market/account) and also in apple. this is an easy way to place free a backup..
