Write an Android application

Hi i would like to develope a similar app to "Gun shots Animated". I am new to app development would like some advice. May I know what programing platform you are planning to use to develope this app? Is it possible for you to develop this app with an online app creator/ maker? I would need your help to create this app and I will manually go into update the images and sounds with the actual image files and sound track. So basically the app with have a range of weapons to choose form, then when you click on it, you will go into the individual weapon, there you can choose to fire when you click on the image and there is a button called info which load information on the weapon from wiki. Please let me know how much it cost and how long with it take? Thanks
