Alert System mobile app

Very simple project, Need a mobile application to send emergency alert 1. People can download app from google play and itunes and similar for blackberry 2. When running the app for first time, it will ask for mobile number (can be skipped as well) 3. A verification code will be sent to mobile number and user can enter that code to verify their phone 4. It will show an alert messages log in two categories (recent alerts) and month wise Admin panel Web based admin panel where admin can post alert messages. It should notify those who have app installed as well as send a SMS to those who verified phone number. Need it done very fast.
