Need someone to evolve and manage my Codeigniter application

I created an application using the Codeigniter (MVC) framework with heavy use of jQuery/AJAX. As it stands now, the application is fairly robust and provides monthly subscriptions (using PayPal_lib) to a community forum and business analysis tools. I need to find someone that can take over the on-going development of this project and be available to add or manage features and enhancements requests over time. I'm also very open to suggestions on coding improvements. I've used freelancers for various one-off projects before, but this is one that will likely require more of a long-term relationship versus a "one-and-done" project. I realize that this is a tough project to bid on given that it's impossible to know what you are bidding on. So it may make sense for us to conduct an initial design review as a Phase 1. If you are interested in bidding, please provide a brief summary of other reasonably sophisticated Codeigniter/jQuery/AJAX projects you have lead. Thank you!
