Link Catagorization, management and rating module for website

I am trying to create a website that covers a variety of topics and acts as a single source for links to other blogs and sites with relevant articles and posts. Its a little bit like reddit. If you could program reddit you can. There will also be voting on the links, but only upvoting, no down voting. This is not a clone of reddit however. There will be 4 boxes, each containing 5-10 of the most highly rated links. The top two boxes will contain the newest links, the bottom two boxes will contain the most highly voted links since the start of the website. The left two boxes will have links that represent one point of view, the links on the right will represent an opposing point of view. Clearly each box needs to have access to more links than the 5-10 that can be shown at once, so each box needs a "see lower rated links" link that will pull up 5-10 more lower rated links. Links from the "new" boxes, should move to the bottom boxes after a set amount of time, perhaps a week or a month. This will be the format on dozens of pages. I need the ability to make new pages with this format for a variety of topics. Its possible that each page may provide access to hundreds or thousands of links, depending on how many times the user presses the "show lower rated links" (and of course how many links are available). There should be a registration page and minor account management for people who want to put up links to their posts, it wont be that anyone can do it. When you register, you will provide a blog or website you are responsible for, and you can only provide links from that website.? There needs to be a way to submit links provided from non-account holders, or from locations that an account holder doesnt own, can be submitted and approved by me and the actual owner of the post. It can't be that anyone can get any link posted because the likelihood of miscategorization either be error or intent is too high. It would be nice to create some code that account holders can use to put into their posts (like a digg icon), that would show how highly the post is rated, and their readers can use to vote it higher if they like. ## Deliverables The site will be made in dreamweaver. The dreamweaver site will be made before programming starts so that a foundation agreed to by both parties can be worked on. I also need to be able to make "middle pages" that route the user to sub categories if a category gets too full. For example, I may have a woodworking category, but later I may want to break this up into tools, techniques and wood. I dont think this is really a problem but I wanted to mention it.
