c# NetSuite Expert Needed (but will pay for successful answers in c#, php or java)

Hello, We know our way around NetSuite web services, but we are having some difficulty marking sales orders as "partially" fulfilled. Some items in a sales order may ship while others may not ship for a few weeks. But we need to create a fulfilment record so the customer receives a shipment tracking update and so the appropriate purchase orders are ready to be billed. Unfortunately, when we create an itemFulfilment record for a SalesOrder, the sales order is "always" marked "completely" fulfilled...even when only "some" items have been fulfilled. We use c# and NetSuite web services version 2011.1. We have regular NetSuite needs, especially for someone that works in c#. If you have a code sample (in c#, php or java) which can successfully set only "some" items in a sales order to fulfilled (while leaving others as-is), we would happily pay for helping us resolve this issue. So for this project, we'll pay for any answer that helps us sucessfully resolve the problem. Code samples along with guidance would be most appreciated.
