Simple RSS aggregator website (Web viewer) AJAX

I want a developer to design for me a simple clean RSS aggregator website, that looks and works somehow like [login to view URL] I don't want it to be complicated at all. Admin should be able to create categories, under those categories he can add feeds from the admin panel. Users can register and choose the categoreis they are interested in. So when they login they will only see feeds related to their cateogies. Users can add Rss feeds from their own websits to show up under their account. Also, they can send feeds into the categories that the site has, but they'll have to be approved. There is more details that I will discuss with you after we agree, but this is the key idea. The design should be clean and light using ajax. The website will be all in arabic, so make sure you know how to work with Arabic charachters and the layout will be (RTL) right to left. You don't need to understand arabic or write in arabic, I can translate everything, I just want the site to be able to read arabic. Please don't tell me about how good you are, I want you to post to me how are you going to design this, and what technologies are you going to use. If you have examples that would be great! Thanks
