Making a News like Script

I would like someone to make a cgi/php script for me OR edit/hack a current script (its up to you). Please do not overcharge me on this as i do know a lot about php/perl but have very limited time on my hands to do this and i know that this job is very simple and should be of no bother for the average coder. Make sure you understand everything below and i hope that you can complete this asap. Thank you. ## Deliverables I would like someone to make a cgi/php script for me OR edit/hack a current script (its up to you). What i want is; a news program (kind of) where I the admin makes a user (as many as i like) and assign them the website they want to promote.. basically... if [login to view URL] wants to promote their site on MY site then they would ask me and i would use the script to make a user called 'website' and a category called 'website' so that the user 'website' can only post in that category and promote his website under that category ONLY. The basic fields i need are; USER: WEBSITE: (they can put their site address, optional) TEXT FIELD: (this is where they post their stuff) The users can ONLY post in their own category and CANNOT post additional news, they can only update their current news from there on. The categories can be written to a txt file (ONE TXT FILE FOR EACH CATEGORY) which i will use to INCLUDE onto my site using Serve Side Include, the txt files must be able to have pre-written html format (nothing too advance, just plain formatted paragraph). The Admin panel, (nothing too fancy) only needs the following powers; MAKE CATEGORY: (to limit user to their own sites) EDIT/DELETE CATEGORY: MAKE USERS: (make users) EDIT/DELETE USERS: AND i should be able to assign USERS to a category OTHERWISE you should write out the code so that when a user is created (eg; john) the script automaticly writes a category called 'john' and when the user 'john' logs into his panel he can update his section and all i have to do is include the [login to view URL] file onto my site. Last but not least.. I would like a index display ([login to view URL]) not sure how it'll work but look at [login to view URL] towards the bottom look at the FREE PICKS table and see how they listed their websites... i want something like that... the USER name in bold and the date of when they updated their text field just underneath and whenever a user updates their profile it will bump it up to the top so its listed by 'last updated'.
