Simple software

I basically need a very very simple software where i can add and remove an url to monitor. It should be able to read the html on the url posted, It will need to keep refreshing the page at a rate of once per 200ths of a second. (I was wondering if it would be better to have 5 parralel scripts refreshing the url in question and reading the html at different intervals. Example one refreshes instantly (That will refresh again 1 second later), another script refreshes 200ths of a second after the first one did (This too will run again 1 second later) and so on. This will cover each 200ths of a second, but more importantly give a little extra time should there be a slight delay on loading the page. If you are unsure i can explain in more detail. When certain text is shown in the html, it should load a page from my website server. Once this has happened it should automatically stop the process, as its no longer required. There should be a start and stop button so i can choose when to start / stop the process. It would be good if i had the choice to set the actual time and date including seconds of when i can start the process. The application should run in the background of the computer I also need you to provide me with process times, so i can see how quick its running. Visually i really dont care what it looks like as it will be only me viewing it. This is a budget software as its very simple. Needs to be super fast. All silly quotes will be removed!!!!
