Wordpress Woocommerce Shipping Task

we have a woocommerce eshop, and we want someone to add the following functionality at the end of each order, so the appropriate shipping cost is applied. first, the user will select from: 1) Delivery in your place 2) pickup from our shop if he selects the no2 option then shipping cost=0 if he selects the no1 option then: a) if the total cost of the order is above a X value (e.g. 100euro) then the shippinh cost will be 0 (free delivery) b) if the total cost of the order is below a X value then the shippinh cost will be a flat rate of 5 euros (the admin must be able to change the X number and also the flat rate, whenever he needs to via the admin panel) bids around 20usd and delivery within today will be seriously considered
