Live Streaming Wordpress plugin

Hi, I need a Wordpress plugin developing which will allow members to stream live video in a html5 player or mp4 format.... They should be able to upload videos and put it in a playlist and set the timing for the videos, colour code the playlist to make adverts, promos and normal shows be separate colours. You should be able to switch from streaming a video that you have uploaded to streaming live from your webcam without breaking up the live stream. An example of this plugin would be, someone logs into there account on Wordpress, and goes to the live broadcast section. They then upload the videos they want to appear in the live stream, they then create a playlist of what order they want the videos to appear in the live stream. Then they get the mp4 link to their live stream or they can embed it into a html5 player. They can keep adding more and move videos to their playlist without the stream being disconnected, so they can do 24/7 live streaming. At anytime they wish to do a live stream via a camera, they should be able to easily switch to a webcam and then when that is over it should switch back to the playlist.
