Big Data Web Crawler to Harvest Backlink Data

We are looking for experts who can create a big data project for backlink data similar to Moz or MajesticSEO. It does not need to be as in-depth as those sites. The goal is to make a system that crawls billions of URL's and grabs information about those links. We are looking for someone with experience with this type of project and can offer solutions that will keep costs down especially during the beginning stages. Due to the large amounts of data collected we need someone who can think "outside the box" and find solutions to keep storage costs as low as possible. Project will consist of the following: 1) Web Crawlers/ Bots to scrape the web continuously searching for links including info about where the link comes from such as meta data, content, anchors, ips. 2) Big Data Set-up This project is for the creation of the web crawlers/ bots and database creation that access and deal with large data quickly. The front-end will be created by another team. 3) Develop a "PageRank" style algorithm As you can see from the above URL each URL is given a custom PageRank type of score. This system should not only collect the data but be able to calculate each URL's strength using a PageRank style algorithm.
