Bitcoin Trading website Basic layout.. (create it so I can edit the Design freely/ Easily)

Hi I need a Bitcoin platform that will allow users to securely & safely move bitcoin using APPS that I will create using the Functions you will be writing. Design should be basic to keep the cost and your time spent on functions down to minimum. If you could design/ create the functions & main website in an easy to use software.. Then I can create/ design & adjust to my specific taste. All of the functions should be made and easily accessible to me when I am setting up/ designing the layout etc Rename/ move into a position I like, change specific values/ fixed values etc etc etc replicate if needed/ Enable/Disable in an admin control panel etc All function values can either be set as a user input field or as a fixed value that only the admin can set in the admin panel or setup when creating the app. Should also be Admin panel for me to Show/Hide specific APPS for All users/specific users to use Fees - Fees can be set by admin Fees can be enabled/disabled Adjusted for specific users Destination Address for all fee deductions can be set by admin
