Build a Website

I'm looking for someone that could integrate this: [login to view URL] into zen cart. The final functionality should be this: 1)fingerprint all visitors and users on my website 2) if I flag a device as fraudulent it should redirect to a payment method that I select 3) if it's not marked it should go to another payment method.
