Build a Website for connecting scientific Community (Network & Database)

We are a consulting firm. We would like to get a website that enables us to establish a database and a network for the scientific community. Example for Illustration, In the website, a professor in x university or Y college can fill his data in spaces in a page in this website. (uploading files) /(getting an account). The data of x and y go to a database automatically for our company. In this database, we could classify them by field of study or region or... Then, the website enables us to post tasks for each one. we offer a task (with time and budget), they accept or reject, a project start. and closed The website enables us to create money credit (digital money) to transfer to x or y professor. The website also enable those who are not professors and would like to get an education service to submit a form (spaces to fill in a page). Data for requesting education services go to another database. To sum up, the website is a network to connect those who would like to get the education service and those who provide it. Our role is to certify and maintain the quality and supervision the whole process.
