Create WordPress plugin to display bootstrap popover

I would like to have a lightweight WordPress plugin (no admin interface needed, no extra css) to display bootstrap popover when users hover over link of a particular class, like <a class= “category_tag>Category Name</a>. The link represents category tags of a custom post type. The bootstrap popover has 2 parts, title and content. I want to output category name on popover title and category description on the content area (body) so that users know what that category represents. I have got the popover files; all I need is to get them into WordPress ready plugin format. And of course, this means you won’t mess with the core code of my site.
